There's some enterprise level software that costs an arm and a leg and would probably give you the same amount of recovered files as one that costs $40 (which is expensive too) Setapp from the company Macpaw has the full version of Disk Drill within their subscription for, I think $7 - $8 a month. I don't see any other good disk recovering software that's as easily accessible as Disk Drill. If you then download the Disk Drill application and have that in the Applications folder along side the Media Recovery version, you'll get an unlocked Disk Drill that can recover files from hard disks too. Disk Drill is all I've been using for a couple of years of formatting drives of all sorts.
